Importance of safety awareness
As per Section 13 of Safety Regulation, 2008 of BEA, electrical safety awareness is raised for the benefits of general public to minimize hazards and severe dangers caused by the electricity. Under the Section 13 of Safety Regulation, 2008 the BEA needs to follow the Sections below:
- The Authority shall raise public awareness of the hazards associated with the operation of electric power plant and equipment. It shall also work with Licensees to minimize the risks to the general public.
- The Authority may, either on its own initiative or partnership with Licensees, undertake public awareness campaigns or workshops designed to raise awareness of risks inherent in the transmission, distribution and use of electrical energy and to minimize the risks to the general public.
- Nothing in this Regulation shall (i) limit the responsibility of Licensees to design, construct, operate and maintain their power plant and equipment in the manner that minimizes the risk to the general public, (ii) limit or reduce the obligations and responsibilities of Licensees under any law, (iii) indemnify Licensees from any legal liability or (iv) prevent Licensees from undertaking their own public awareness campaigns independently of the Authority.
Electrical Safety Awareness
On 1st October 2011, the BEA officials made presentation on electrical safety awareness at Rangjung Higher secondary School, Trashigang. The morning session was attended by the villagers of Trashigang. The presentation was conducted in local dialect mainly to let the villagers have better understanding of the subject.
Similarly, electrical safety awareness presentation was conducted to the students of Rangjung Higher Secondary School in the afternoon. The presentation focused on students mainly with the purpose of them spreading awareness to their parents, neighbors and relatives in their villages.
The presentation was coordinated by the Trashigang Dzongkhag and ESD, BPC, Trashigang. The Safety Compliance Officer, Safety Inspection & Compliance Division, BPC(HQ), the Senior Manager and other officials from ESD, BPC, Trashigang also participated in the safety awareness campaign.
In future, such awareness will be conducted in other parts of the country either in collaboration with the Licensees or by BEA alone.
